Development of quality concepts, methods, systems in Russian till 1990 was carried out as governmental work and development of quality standards and their application was mandatory. Government created standards on systems, processes, complex systems, technology documentation, design documentation, etc. But since 1990s the role of government decreased, and private sector and governmental corporation found themselves in unusual situation, where they had to do everything themselves and it was a shocking situation for quality management sphere.


During these times new initiatives appeared and were developed by Russian management, for example, the Brilliant system, created at “Instrum-Rand” plant in Pavlovo city. Since 2000s Russian companies actively implemented ISO 9001 standard, ecological standards, and very few used ISO 9004 standard. In 2004 with support of the government of Sweden and Recomate company (Sara Shonberg, Claes Berlin) Russian government quality award was established. In 2000s ideas of lean production were implemented by many companies and a set of national lean production standards was developed.

The author of this presentation and his colleagues carried out research and development in the sphere of quality management, System of systems approach, change management, etc. and their result will be discussed in more details in this presentation.

In the last decade in Russia, the most activities were connected with the use of Lean, TPS, and it gave some success to enterprises, but the use was mainly limited by Lean methods and tools, and in rare cases by 6 Sigma and industry systems (IATF 16949, ISO/TS 22163 (IRIS), AS/EN 9100, etc.).


Since 2014 a system of national standards for Lean and integrated systems (Lean and Quality) has been developed under my scientific guidance. The application of general integration approaches to issues of company efficiency led to the development of theoretical foundations, the SoS approach and its relation to system of management.

In the period 2019-2021 vigorous work was carried out to integrate quality, Lean and productivity issues, and also considered the construction of such systems for large hierarchical holdings (comprising 10 to 100 enterprises). The idea to create a unified approach to the operation of such a complex set of systems in the form of quality, Lean and productivity appeared.


The idea of ​the SoS approach itself means that the object of management is the system, while establishing the boundaries, indicators (KPIs), goals, as well as the motives and values pursued by the system. The multilayer structure of the management system was developed and the task of the mega-system is not only to establish the goals of monitoring, control, management, corrective actions (PDCA), but also to build regulatory mechanisms that ensure a balance of goals, motives, interests, systems included in the mega-system.

The regulatory task is to build two institutions: administrative regulation and value regulation. Participating systems in the total system are expected to commit themselves to certain rules of action and to sign agreements that sanction non-compliance.

Value (or cultural) regulation provides for an agreement between participants on the adoption of common values​ ​ in 3 categories: ideals, norms, taboos.

The goal is to motivate systems to strive for the ideal, ensure norms and avoid breaking taboos. Based on the SoS approach, several projects were implemented for large enterprises, as well as a regional productivity management system was created.

The report presents the SoS approach in a detailed way and examples of its application in companies, organizations and in the government at the regional level.
